Pet insurance customers have been advised to make sure their dogs are easily identifiable.
Torbay Council has seen a surge in the number of stray dogs in the region during the last few months.
As a result, it has reminded pet owners of their obligation to make sure their dog can be identified in the event of it getting separated from them.
Councillor Louisa Aiton commented: "It is a legal requirement for a dog to wear a collar and a tag in a public place."
Speaking to the South Devon Herald Express, she urged owners to ensure their pets are always equipped accordingly.
According to statistics from Torbay Council, it received 59 reports of stray dogs in the area during July 2009.
Meanwhile, Selly Oak MP Lynne Jones has stressed the benefits of fitting dogs with microchips.
She told the Birmingham Mail that ensuring dogs can be identified by this method will save councils time and money and benefit both pets and the wider community.
