Changes to dog walking rules need to be properly considered before being implemented. This is the view of many councillors in Ledbury, who have criticised many aspects of new dog control orders set to come into effect in the Herefordshire town. Under the plans, pooches will need to be kept on dog leads in certain areas and could be excluded altogether from some playing fields and recreation areas. If the proposals are agreed they would come into force on August 1st 2010 - but councillor Keith Francis said he has serious misgivings about the plans. "This is an issue that affects a great many people in our community. [It] seems to be another case of Herefordshire Council just 'bulldozing' things through," he remarked. Alison Grange, a spokeswoman for the authority, pointed out that residents and officials have a month-long consultation period to make their voices heard about the proposals. Last month, Canvey Town Council revealed plans for tougher rules on dog walking. Council leader Nick Harvey told the Essex Echo the changes would benefit the local community.
